
Raul Rodriguez
Executive Chairman
Raul began his career in the Durable Medical Equipment industry in 1982. Throughout the beginning stages of his career, Raul rapidly progressed in positions ranging from Home Delivery Technician to key management. while he excelled greatly in his professional endeavors, he noticed a great divide between quality patient care and corporate profitability. In order to address this industry related issue, Raul founded All-Med in 1987. At All-Med, Raul has focused on providing patients with quality health care products and services, while partnering with health plans to reduce costs through industry leading utilization management. Raul’s vision led All-Med in becoming one of the first Integrated Ancillary Services Networks which included DME, Home Health, Infusion, Diagnostic Services, Laboratory, Portable X-Ray and Pharmacy.
Raul is the Founder, Chairman & CEO of Clinical Medical Services, Inc. (CMS), Puerto Rico’s largest provider of DME, Infusion & Respiratory Therapy.
He is a past board member of the Florida Assisted Living Association. He was instrumental in passing legislation which allowed residents in assisted living facilities to age in place rather than intensive care institutions.
Raul has received numerous civic and industry related citations.

Ruben Jose King-Shaw JR.
Chief Executive Officer
Ruben has extensive expertise in health care finance, policy, regulation and operations. Since 2003, he has been Chairman and CEO of Mansa Equity Partners, Inc., a private equity investment and advisory firm with a portfolio of companies in the healthcare services and healthcare technology sectors. Previously, Ruben served as Deputy Administrator and Chief Operating Officer of the Centers for Medicare and Medicaid Services from 2000 to 2003. Also during his tenure in Washington, Ruben was Senior Advisor to the Secretary of the Treasury where he led the Administration’s Health Coverage Tax Credit policies to finance coverage for the uninsured. President Bush named Ruben to the President’s New Freedom Commission on Mental Health in 2002. Ruben was a major spokesperson and policy advisor for the Administration on the topics of Medicare and Medicaid reform, health care disparities, prescription drug policy, chronic care management, health care tax policy and the uninsured.
Prior to his public service at the Federal level, Ruben was the Secretary of the Florida Agency for Health Care Administration (AHCA). The Agency is responsible for Florida’s Medicaid, quality assurance and managed care regulation activities. The Agency was also responsible for Florida’s long term care, assisted living and acute care programs. He was appointed to head the Agency by Governor Jeb Bush on December 30, 1998. Before entering public service, Ruben had twenty years of experience in health care services including positions as Senior Vice President and Chief Operating Officer of the Miami-based Neighborhood Health Partnership, Inc
Ruben was awarded his Bachelor of Science Degree with Dean’s Honors from Cornell University’s School of Industrial and Labor Relations where he specialized in Labor Economics. He earned his Master of International Business at the Chapman Graduate School of Business in Madrid, Spain and Miami, FL. In addition, he holds a Master in Health Services Administration from Florida International University. Ruben has served on the University Of Massachusetts Board Of Trustees since September of 2005 and currently serves as Vice Chairman. In addition, Ruben is a member of the Cornell University Council as well as the Dean’s Advisory Council of Cornell’s School of Industrial and Labor Relations. Abbott Laboratories named Ruben to its Health Policy Board in 2005. Ruben is a member of the Editorial Advisory Board of “Medicare Patient Management Magazine.”
Ruben is happily married to Patricia Gipson King-Shaw (UC Berkeley ’86) of Lynwood CA and they have two beautiful daughters: Alexandra Anis, and Angelica Anastasia. They are active philanthropists, funding projects in education and community development in the United States, Europe, Africa and Latin America through the King-Shaw Fellows Scholarship Program. As dual citizens, the King-Shaw family enjoys their homes in the United States and the Republic of Panama

Pete Buigas
Special Advisor
Partner in Buigas, Asztalos and Associates, has been involved in business issues with various associations, corporations and has developed strategies to direct legislative action. Pete has had vast experience in regulatory policy. As Deputy Director for ACHA, he knows the process and how to effectively affect regulation and compliance issues when it comes to business or healthcare. Pete has provided leadership and managed a division responsible for statewide regulation of all health care facilities; manage care industry, Certificate of Need (CON) program, and provider/facility complaints. A workforce consisting of approximately 800 people, (11) divisional offices and a $100 million dollar budget was under his authority. Pete has lobbied the legislative and executive branches since February 2001 in regards to various health and human service issues. He has extensive knowledge regarding Medicaid system and is following the various new initiatives, Florida Senior Care and Medicaid Reform, very closely. He has also provided numerous educational meetings for our not-for-profit clients so that they may become more involved and educated in the political process themselves. Pete graduated from Florida International University in Miami, Florida with a Bachelor of Arts in Finance.
Linda Barbanell
Senior Vice President
As Senior Vice President of All-Med Services of Florida and Clinical Medical Services, since 2001, Linda oversees many of the company’s critical operational functions. These functions include Contracting, Customer Service, Logistics, Warehouse Operations, Utilization Management and Compliance.
Linda began her Managed Care career in 1992. She has held numerous key positions at several leading Health Maintenance Organizations. Her extensive knowledge of physician and facility contracting (hospital, SNF, ASC and Sub-Acute Care) has enabled Linda to develop outstanding relationships with physicians, hospitals and physician group administrators. Linda has facilitated in transitioning numerous large provider networks. She is experienced in implementing disease management programs and has conducted physician profiling and training. These experiences have led to reductions in hospital bed days, lower physician related medical costs and, ultimately, reductions in plan medical loss ratios.
Linda received a Bachelor of Science Degree in Health Care Administration and Business Administration from St. Johns University in New York.
Paul Pino, CFA
Executive Vice President of Finance
Paul serves as the Executive Vice President of Finance for All-Med Services of Florida, Inc. (AMSFL) & Clinical Medical Services (CMS). He is responsible for all of the firm’s strategic financial operations and capital investment projects. His duties include overseeing financial operations, acquisitions, capital raising and the maintenance of external financial relationships.
Prior to joining All-Med, Paul held numerous positions at Wachovia. Most recently, Paul managed strategic relationships with sophisticated investors including both ultra-high net worth individuals and private investment companies. His responsibilities included advising on public and private, illiquid and marketable investments and facilitating in the structuring of multiple leveraged transactions. Prior to joining Wachovia, Paul was a member of a boutique, NASD registered, investment bank where he negotiated the buying and selling of debt private placements between institutional investors. Paul has held positions within Bank of America’s Commercial Growth Group, Wachovia’s Corporate and Investment Bank and Wachovia’s Corporate and Industrial Portfolio Management Group.
Paul holds the designation of Chartered Financial Analyst and is a member of both the CFA Institute (formerly the Association for Investment Management and Research) and CFA Miami (formerly the Miami Society of Financial Analysts).
Paul received his Bachelor of Science Degree in Finance from the W. Paul Stillman School of Business at Seton Hall University.
Jose A. Linares
Vice President
Jose serves as Vice President for All-Med Services of Florida and Clinical Medical Services in Puerto Rico. He is responsible for the company’s marketing, human resource and governmental affairs functions. His duties include overseeing the company’s provider services teams as well as establishing and maintaining governmental and regulatory relationships.
Prior to joining All-Med Jose served as part of the field sales team for Novartis Pharmaceuticals. Jose began as a representative working in the mass market division and was subsequently promoted to a position with the Respiratory and Dermatology specialty division. His responsibilities included establishing and maintaining relationships with healthcare providers and ensuring that providers had all of the necessary data to make the best possible prescribing decisions within that space. Prior to joining Novartis, Jose was a member of the sales management team at Automatic Data Processing, where he obtained various awards for performance including multiple President’s Club awards and a Board of Directors award, reserved for the top performers in the company. Jose has also worked on various political campaigns for local and state officials. Jose is also an alumnus of the Delta Chi Fraternity which he served as President.
Jose received his Master’s Degree in International Business Administration from the H. Wayne Huizenga School of Business and Entrepreneurship at Nova Southeastern University and his Bachelor of Science Degree in Criminal Justice from Florida International University.

Roger Lopez
Vice President of Operations
Mr. Roger Lopez was named Vice President of Operations for A.M.S. and C.M.S. on August 18, 2008. Mr. Lopez is a dynamic leader with 25 year track record of improving operations, service, quality and profits for companies in the medical device, pharmaceutical and nutritional arena. Prior to joining A.M.S. Mr. Lopez was the President and COO of PAL Laboratories Inc. from March 2003 to March 2008; from October 1999 to March 2003 he served as the Vice President of U.S. Operation for Banner Pharmacaps the second largest contract manufacturer in the U.S. of nutritional, OTC, pharmaceutical and controlled substance softgel and softlet products; from August 1996 to October 1999 he served as the General Manager of Phaco/Pack Operations for Allergan Inc. and from 1978 to 1996 he served Coulter Corporation in several roles of increasing responsibility and accountability his last role was Director of Operations.
Mr. Lopez is a graduate of Florida International University were he earned his B.A. with majors in management and finance and received his M.B.A. from Nova Southeastern University. He served as a member of the Board of Governor for the Greater Miami Chamber of Commerce from 1994 to 1996 and was the Chairman of Dade Manufacturer Council and Biomed Council. He is certified by the American Production Inventory Control Society as a C.P.I.M.
Eduardo Belaval, Pharm. D.
Vice President of Pharmacy
Eduardo is licensed as a Pharm. D. in Florida, Ohio and in Puerto Rico. Since 1982, Eduardo has been the Director of Pharmacy for several large Home Infusion companies. In 2006, Eduardo became Vice President of Pharmacy Operations for All-Med Services of Florida and Clinical Medical Services. Eduardo is responsible for the overall operations and financial viability of the Pharmacies for both organizations. Utilizing his clinical and administrative experience, Eduardo has developed stringent pharmacy policies and protocols to ensure our patients receive the highest quality care.
Dr. Victor Valdes
Director of Clinical Services
Since graduating from one of the first two-year Respiratory Care programs in 1969, obtaining his B.S. from University of Illinois in 1972, to his graduation from CETEC University in 1983 with his degree in medicine Victor has been single minded in his desire to provide quality services to patients, students and his colleagues. Always striving to better his skills he obtained postgraduate medical training at Yale University and Beth Israel Medical Center in New York.
Before joining All-Med Services of Florida as the Director of Clinical Services Victor has held positions as Director of Respiratory Care, Cardiovascular Perfusionist, and Flight Physician for an international air ambulance company, and Clinical Professor of Medicine at American University of Antigua College of Medicine. He has had the good fortune to take part with international telemedicine projects on an array of surgical topics some of which have been featured on the Discovery Health Channel.
Dr. Valdes has authored scientific papers, which have been published in the Journal of Critical Care Medicine and numerous other professional journals. He is a frequent guest lecturer and continues a keen interest in educating others. His dedication and leadership have been demonstrated in his service to patients and his development of students.
He is a Fellow of the International College of Physicians and Surgeons, American Institute for Ultrasound in Medicine, American Telemedicine Association, American Academy of Sleep Medicine, South Florida Sonography Society and the American Association of Respiratory Care.
Doris Shane, RRT, AE-C
Compliance Officer
Since leaving acute care in 1986 and prior to joining All-Med Services of Florida and Clinical Medical Services, Ms. Shane has gained extensive experience in post-acute care development spanning rehab, sub-acute care, DME and the home care industry. Through strong leadership and management skills she has demonstrated her ability to build cohesive, goal oriented work teams. Doris has drawn knowledge from her many years as a Registered Respiratory Therapist. She is highly knowledgeable in corporate compliance, operations, current law and regulations governing the industry, and Joint Commission accreditation, compliance and preparation. This combination has resulted in her successful re-engineering of job functions, workflow patterns, and policy/procedure revisions in all venues. She has been a positive facilitator of change and remains committed to continuous performance improvement as the underpinning of change.
Doris graduated Summa Cum Laude from Central Y College and Pres-St. Luke’s School of Respiratory Therapy in 1973 and became a RRT. She has held positions with Michael Reese Medical Center as Chief Therapist, Director of Respiratory Care positions at Edgewater Hospital and Mount Sinai Medical Center, Vice President positions with Integrated Health Services, Home Medical of America and LifeCare Solutions and Chief Compliance Officer before joining All-Med Services of Florida as the Compliance Officer.
She is currently a member of Health Care Compliance Association, American Association for Respiratory Care, Florida Society of Respiratory Care, Florida Association of the Aged and the American Lung Association. She has held positions on various professional boards and was instrumental in the passage of the Florida Respiratory Care Act. Doris was listed in Who’s Who in Medicine and Healthcare, First Edition 1997, and all subsequent editions; Who’s Who is American Women, 1987 through the present. She is a frequent speaker and published research author.

Donna Gale
Director of Corporate Services.
Donna has been with All-Med Services since 1998 bringing over 30 years of experience in human resource, compliance and senior management. Her last 20 years were devoted to healthcare organizations such as Home Health, Partial Hospitalization Programs and DME.
Donna’s work experiences have taken her across the United States to as far as Alaska where she ran operations at the Fairbanks International Airport. Closer to home, Donna owned and operated an employee leasing group and currently sits on a Board as the Human Resource Senior Advisor for a health care consulting group. She has successfully achieved numerous accreditation surveys in both DME and Home Health and has instituted new and creative approaches to quality management, risk mitigation, emergency planning and management training.
Donna has been instrumental in developing the core concepts of All-Med’s quality improvement programs to meet the myriad of challenges facing healthcare systems in this millennium.
Juan Mendez
Director of Information Technology and Telecommunications
Juan has developed and implemented ideas both technological and procedural that have made All-Med Services of Florida and Clinical Medical Services a leader in its field.
Juan started at All-Med and Clinical Medical Services in 1996 as Homecare Technician working directly with patients throughout South Florida. He gained extensive knowledge of Durable Medical Equipment.
After serving as a technician and employee trainer, Juan became a Customer Service Representative. Juan contributed his valuable experience both in-house and in the field when he worked with senior management to streamline existing processes and policies of the Customer Service Department.
Juan joined the management team as Supervisor of Customer Service and then as Project Manager. Currently Juan is Director of the Information Technology and Telecommunication Department.
Ana Falcon
Director Billing and Collections
Ana has been in the healthcare industry since 1986, with the majority of her experience in managed care. Ana has conducted claims analysis and recoveries on the behalf of insurance companies, and also the experience of billing and collection procedures for hospitals, DME companies and other healthcare providers. Ana has been the Director of Billing and Collections with All-Med and Clinical Medical Services since 2003.
Ana received her bachelor's degree in Health Service Administration from Florida International University in 2001
